 I received a comment from a reader whose boss is too busy to answer email and wants a blog created where employees may post questions and allow him to answer one time instead of multiple times.  This employee stated that he/she cannot visualize this working if he will not even review his email.

I actually think this is an excellent idea.  I belong to a running group that created a blog where runners could ask questions and the coaches respond to everyone.  The nice thing is you have an archive that is searchable by keywords, much like our blog here at AllBusiness.com.  Here is an article, posted on our webpage that will give you more information on choosing blogging software:  http://www.allbusiness.com/marketing-advertising/advertising-internet-advertising/4057595-1.html
