The Pentagon: A triumph of design/build

The first major renovation in the building's history readies the landmark structure for the next 50 years.

The Pentagon has five sides, is five stories high, has a layout consisting of five rings, and is

divided into five "wedges." Among all these fives, the headquarters of the U.S. military recently added a very important "one": the one Design / Build contract that will cover the majority of the first major renovation in the building's history.

The Pentagon was completed in January, 1943. During the past 60-plus years there have been numerous additions and modifications to the building, but no major renovations. A plan to renovate the Pentagon wedge-by-wedge was approved nearly 10 years ago, and initial work began on Wedge 1 (the first of the building's five, 1 million sq.ft. wedges to be renovated) in January, 1998.

When the request for proposal (RFP) for Wedges 2 through 5 was released from the Pentagon Renovation Office (PENREN), it was obvious the government had decided to take a unique approach to the process. Instead of the design / bid / build method used in the renovation of Wedge 1, PENREN chose to move forward with a Design / Build delivery method. The goal of the program was to develop a contracting method that better controlled cost and schedule over-runs.
