MOORESTOWN, N.J.--(BUSINESS WIRE)--March 26, 2003

With the return of spring, the United Nations refugee agency (UNHCR) is processing numerous Afghan refugees who wish to repatriate their country, and they are using iris recognition to maximize distribution of a human aid program.

Iris recognition is vital to helping the UN refugee agency distribute human aid and avoid potential fraudulent use of the program through repeated claims for assistance. Refugees are entitled to a one-time aid package that includes a small travel grant, food and other assistance.

"After last year's successful trial of iris recognition technology under harsh field conditions, from now onwards all refugees over the age of 12 will be tested by equipment that detects anyone trying to undergo the test a second time," said Kris Janowski, UNHCR spokesperson.

Iris recognition has been expanded from a pilot program at one center in Pakistan last year to four full-time screening centers that serve the entire voluntary repatriation operation from Pakistan to Afghanistan. BioID Technologies, an authorized Iridian partner and systems integrator, installed the systems. The anonymous iris enrollment process takes only a few seconds.

A video camera takes a black and white picture of the iris of the eye. Patented software from Iridian Technologies converts the picture into an IrisCode(R) template. If the iris recognition system detects that the individual is a "recycler" who has previously been enrolled, the person will not receive aid.

Because of the unparalleled accuracy of the technology, no personal data is required in order to complete the process of fraud checking.

Last year, almost 1.8 million people in total returned to Afghanistan, repatriating from many countries. This year, UNHCR expects 500,000 persons will be returning to Afghanistan from Pakistan.
