Groups prepared to fight FMLA policy

The Clinton Administration is moving ahead with plans to use unemployment insurance (UI) to compensate Family and Medical Leave Act (FMLA) beneficiaries, and employer groups are gearing up for a court battle.

Release of the final Labor Department regulations was imminent at presstime. The plan is to let states tap UI funds to provide up to 12 weeks paid leave for parents of newborn and adopted children. President Clinton says too many families don't benefit from FMLA because workers can't afford to take unpaid leave.
