Question: Has there been any discussion about how the new JPME Phase I requirement for screening by the FY 09 Commander Sea Board would impact CDRs soon to be screening for CAPT?

Answer: The April 2006 Flash from the Chief discussed Joint Professional Military Education (JPME) as a core requirement for all our officers. The first step in the process was to make JPME Phase I a requirement for 05 sea duty screening beginning with the FY 09 Commander Sea Board (held in October 2008).
