The Occupational Safety and Health Administration (OSHA) Review Commission has ruled that architectural design firms are not inherently responsible for construction worker safety. However, the commission has ruled that construction managers do incur some type of liability. OSHA standards apply to design firms if they play a major role in supervision during construction work or perform actual work.
