Jun. 12--WASHINGTON--A Texas congressman who wants to make it easier for the United States to buy Russian spacecraft while the U.S. shuttle fleet is grounded said Wednesday that NASA either should get behind his proposal or explain how it intends to keep the international space station going if its foreign partners can't foot the bill for the vehicles.
