Brewer, Maine, Makes Plans to Avoid Liability for Paper Mill Hazards.

May 13--BREWER, Maine -- If, as expected, the city is officially offered possession of the former Eastern Fine Paper Co. property from the company's new owners, city officials have adopted a plan to protect the city from any liability associated with hazardous materials at the site.
The City Council on Tuesday gave City Manager Steve Bost the authority to create a legal entity whose sole purpose is to hold title to the property once the deal goes through.
