Apr. 22--CHESAPEAKE, Va. -- A regional planning agency for Hampton Roads is devising a blueprint for ways to diversify the region's economy and reduce its reliance on defense spending.
Because of the heavy concentration of military activity in Hampton Roads, the region's output of goods and services has been vulnerable to sharp downturns when military units are deployed or when defense spending is scaled back, John W. Whaley, the Hampton Roads Planning District Commissio
