Endangered Species Lawsuits To Proliferate.

There's no relief in sight for homebuilders and other developers whose plans are often delayed or blocked by the presence of threatened or endangered plants or animals. Despite a change in the White House and a renewed push in Congress to "fix" the Endangered Species Act (ESA), the litigation mill spawned by that law in recent years is sure to continue.

The Interior Department, under Secretary Gale Norton, will keep a moratorium on new endangered species listings that was put in place last year by the Clinton administration. The morat
