Despite the fact that the courts have ruled consistently that two versions of Internet censorship are unconstitutional, CDA (Communications Decency Act (CDA) and COPA (Child Online Protection Act) ["CDA2"], that has not deterred the U.S. Congress from again slipping in another version called "CIPA" (Children's Internet Protection Act) into one of the 13 annual appropriations bills, namely the Appropriations Act for 2001 for the Departments of Labor, Health and Human Services, and Education, and Related Agencies. Five of the 13 appropriations bills have not yet been signed into law
