to be exempt from spending its own money on the NCLB law. Maine and New Hampshire are proposing to block state funds, while other states are considering forfeiting their share of federal funding for schools, which comes with complying with the law. Educators and lawmakers have said the law is flawed in that it requires non-English-speaking students to take the same tests as English-speaking students.
