Rodeo, steak house bid hits wall: red tape, turbulent past could interfere with opening.

The owners of a would-be rodeo/restaurant in downtown Everett who have been bullish about opening by late September or early October, are now facing issues with parking, securing a liquor license and potential interference from the state Attorney General's office that may push the opening of the boldly scoped venue into early 2004.
