Apr. 19--It sounded very much like a sure thing when the Board of Dona Ana County Commissioners unanimously passed an ordinance in October 1999 authorizing $6 million in revenue bonds to develop water and waste water systems in Santa Teresa.

The revenues generated by the connections and user fees from the expected influx of commercial entities and residential developments were supposed to pay for the bonds, providing a huge economic development boom in southern Dona Ana Coun
