Apr. 27--GOLDSBORO, N.C. -- At Goldsboro High School, in the city's center, enrollment is so far below capacity that a golf cart could motor through the hallways during class changes with room to spare.
In some schools in Wayne County, students are so crowded they don't have room to learn.
