Santa Clarita, Calif., Wins Legal Role in Quarry Pact.

Feb. 25--SANTA CLARITA, Calif. -- The 9th U.S. Circuit Court of Appeals on Tuesday granted the city of Santa Clarita the right to intervene and oppose a settlement between Cemex Inc. and Los Angeles County officials.

"This gives us standing in the (Cemex) case, and we're very happy that the 9th Circuit Court of Appeals said we do have rights under the California Environmental Quality Act," Gail Ortiz said as spokeswoman for city officials who took their case to the appellate co
