Phenix City, Ala., Rezones 40 Acres for Retail Center.

Dec. 3--Phenix City's blip is getting bigger on the retail radar.

Atlanta-based Halpern Enterprises, which specializes in the development and management of shopping centers, is negotiating with Columbus Regional Healthcare System to buy almost 40 acres off of U.S. 280/431.

On Tuesday, the City Council approved on first reading the rezoning of that land from medical zone to highway commercial.
