Lauderhill, Fla., Housing-Authority Plan Is Entangled in Red Tape.

Dec. 7--LAUDERHILL, Fla.--The city's plan to establish its own housing authority is caught in a Catch-22.
The proposal has hit a snag because the federal government is not issuing new vouchers to residents in need of subsidized housing.
Without vouchers, Lauderhill cannot receive approval from the U.S. Department of Housing and Urban Development to establish a housing authority.
