The American Society for the Prevention of Cruelty to Animals has launched a nationwide, grassroots campaign to enact state legislation prohibiting insurers from considering dog breeds when underwriting or rating homeowners' policies.

There is no industry-wide standard for how to underwrite and rate breeds such as rottweilers, pit bulls, and other aggressive breeds, according to the National Association of Independent Insurers.
