In a voice vote, the U.S. House of Representatives approved bill number H.R. 1753 (see House hearing posted at: http://www.house.gov/science/ 106_hearing.htm), which is intended to initiate more research on methane hydrates which are ice-like crystals buried under the Arctic permafrost or beneath the ocean floor at water depths greater than 1,640 feet. The House bill calls for an appropriation of $47.5 million over five years to study the issue. Late last year, the Senate approved a similar bill.
