Nov. 12--Can government save the taxpayers oodles of money by buying goods and services over the Internet?

In Minnesota, the big test begins in earnest next Wednesday. Then, officials from the Minnesota Department of Administration will gather in a training room in St. Paul to award a contract for 75 flat-panel computer monitors.

The occasion will mark the first time state officials will be on their own, operating a software system customized to run such auction
