Airlines strongly back user-fee system. Commercial airlines support a user-fee system that would have private aircraft owners contribute more to the funding of the FAA's air traffic control system than they currently do. "We want a system that will enable transformation to happen to the next generation satellite-based system, but we want it to be fair -- and right now it is not fair," says Sharon Pinkerton, vice president of government affairs for the Air Transport Association.
