RADM Justin D. McCarthy, SC, SN, then Commander, Naval Supply Systems Command (NAVSUP), announced the 2004 Navy and Marine Corps winners and runners-up for the American Petroleum Institute Awards for Excellence in Fuels Management.

The awards are presented annually under the sponsorship of the American Petroleum Institute, an internationally recognized petroleum trade organization. The awards recognize activities and personnel that made the most significant contributions to the Department of the Navy fuel operations, petroleum supply chain management and fleet fuel sup
