It could be late fall before the Clinton administration names officials to staff the posts of assistant secretary of the Army for civil works and assistant secretary for installation, logistics and environment, Corps Chief Engineer Lt. Gen. Arthur Williams told the Society of American Military Engineers in Dallas last week.
"They provide policy direction over my programs. Neither has been nominated, perhaps (they will be) in October, which would push their confirmation to the end of the year," Williams said. "Meanwhile, the train is moving."
