"Hollow" forces?: current issues of U.S. military readiness and effectiveness.

Many sectors have questioned the effectiveness of US military forces to successfully meet pre-set strategic goals in regional conflicts. Some experts expressed concern that the Clinton administration's 'Bottom-Up Review' for the military will not be able to acquire sufficient funding. Moreover, they noted that realistic measurements of military effectiveness cannot be achieved because there is no accurate way to determine it.
