Bush Holds Off Declaring a Win in Iraq Conflict.

Apr. 12--WASHINGTON -- Emerging from emotionally draining hospital visits with U.S. troops wounded in Iraq, President Bush declared Friday that even though Saddam Hussein has been toppled, it is too early to declare victory.

"I want to hear our commanders say we have achieved the clear objectives that we have set out. That's when we will say this is over," Bush said.
