If you're thinking of starting a small business in New York, you might want to reconsider, according to a new survey of states and their friendliness to entrepreneurs.

New York ranked 44th among the 50 states and the District of Columbia in the 2005 Small Business Survival Index, released last week by the Washington, D.C.-based Small Business & Entrepreneurship Council. And, the report's author says the reason for the poor showing can be squarely placed in the laps of local and state politicians.
