Little Progress Reported as House, Senate Staffs Try to Hash Out WRDA.

House and Senate staffs have made little progress on reconciling their respective versions of the 1999 Water Resources Development Act (WRDA '99) since the House passed its bill April 29.

The issue that blocked the House from passing legislation authorizing new Corps civil works projects last year - flood control protection for Sacramento, Calif.- still is the key sticking point, said Ken Kero, legislative aide to Rep. Ellen Tauscher (D-Calif.). Some House Republicans, principally John Doolittle (Calif.) and Richard Pombo (Calif.), are pushing to add back $275 million
