California Democrats Complain of Getting Merely Fleeting View of Budget Plans.

Nov. 20--SACRAMENTO, Calif.--Gov. Arnold Schwarzenegger's hope to rush his borrowing plan through the Legislature hit a snag Wednesday as Democratic lawmakers complained that the Republican governor's finance director failed to offer any new details on how it will work.
