Pepper Commission Report: Is It Already Dead?

The Pepper Commission released its recommendations at one of the largest and most frustrating press conferences in this reporter's experience (see page 1).

At the appointed hour of 2:00 p.m. Friday afternoon, March 3, there was still a half-hour wait for the press, congressional staff and lobbyists who filled the large room. Many had been there since 1 o'clock, which had been set as the tentative time for release of the report.
