Tough times lie ahead for Prime Minister Anibal Cavaco Silva in 1994. Although his party, the ruling Social Democrats took 34% of the vote in the Dec 1993 local elections, the opposition Socialist Party won 125 out of 305 municipal seats. Other troubles facing Cavaco Silva are increasing unemployment, worker unrest, the escudo's continuing devaluation and a budget deficit of $4.4 billion.

Just 10 days before the country's local elections, Prime Minister Anibal Cavaco Silva surprised the nation with a radical and decidedly risky cabinet reshuffle.
