Miami Beach Commission to Proceed with Controversial Transit Study.

Sep. 9--The Miami Beach City Commission voted at 12:30 a.m. today to proceed with a study of Bay Link, keeping alive an ambitious but controversial proposal to link the beach and the mainland by streetcars.

The decision, almost a year in the making, came at the end of a contentious seven-hour meeting where commissioners, faced with a roomful of at least 200 residents, debated whether to approve the proposal themselves or send it to a referendum in November.
