DURING THE ORAL ARGUMENT in Federal Election Commission v. Colorado Republicans on February 28, Supreme Court Justice Sandra Day O'Connor asked a key question: Will the decision in this case make any difference? Four months later, O'Connor was the swing justice in a 5-4 opinion upholding Congress's authority to limit party spending in coordination with a candidate's campaign.
