During Florida's September 2002 primary, polling places teemed with watchers.

At nearly every precinct, a voter walking to the front entrance saw a volunteer in a black T-shirt emblazoned with a message in large white print: "You Have the Right to Vote." In front of churches, on sweltering asphalt school parking lots, on the curbs near government buildings, the poll watchers from "Election Protection" were ubiquitous.
