Franks doesn't give a gram for set-asides

Gary Franks, R-Conn., became the first members of Congress to ride the momentum of the U.S. Supreme Court's recent refusal to uphold a federal affirmative-action policy, when they announced plans last week to amend upcoming bills to abolish programs that reserve percentages of government contracts for businesses owned by minorities or women.

In ruling on Adarand Constructors v. Pena on June 12, the Supreme Court voted 5-4 that federal programs designed to benefit minorities are legal only when they serve a compelling governmental interest
