Navy/Marine Corps Service Day: financial management transformation initiatives update.

The Department of the Navy Service Day agenda opened with

a morning session for all participants. Associate Director Robert Panek acted as the moderator and welcomed all Navy and Marine Corps financial management personnel to the PDI Service Day events. Mr. Panek introduced the Honorable Dionel M. Aviles, Assistant Secretary of the Navy (Financial Management and Comptroller), who spoke of the initiatives within the Department of Defense and the Department of the Navy to transform financial management. Director of Navy Budget Rear Admiral Bruce Engelhardt then addressed specifics regarding future Department of the Navy budgets.

Mr. Panek chaired a panel discussion concerning civilian community management and the financial management community. Participating on the panel were Ms. Gladys Commons, Comptroller, Military Sealift Command; Mr. Ronald Haas, Director, Office of Financial Operations; and Mr. Charles Cook, Fiscal Director of the Marine Corps. After Mr. Panek's introductory presentation, the panel members sought and replied to questions from the participants concerning a range of workforce issues.

Mr. Aviles presented the Assistant Secretary of the Navy (Financial Management and Comptroller) Awards for 2002. Mr. William B. Cowling, Naval Education & Training Command, received the individual award in budgeting. The Material Financial Control System, Retail Ashore Implementation Team, Naval Supply Systems Command, received the team award for Echelon Two commands.

In the afternoon, participants chose from among 15 different workshops covering a range of topics. Presenters for these workshops were from the Offices of Budget, Financial Operations and Council within the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller), as well as the Headquarters Marine Corps.
