That Zebari, a prominent member of the Kurdistan Democratic Party (KDP), has formally asked the UN for help reflected a US decision to give the world organisation a key role in charting the future of Iraq which now is the most important piece of the American operation in oil diplomacy. This gives the UN angle special importance and, in symbolic terms, gives the US credit for internationalising a project conceived unilaterally in Washington. In turn, a successful UN role in helping draft Iraq's permanent constitution will improve the option which the US has chosen for the Iraqis (see Part 6-K, in ood5bIraqUSoptionsMay16-05).
