These are not happy times at the Social Security Administration. In a recent survey of more than 2,000 field managers at the agency, more than 90 percent said downsizing has hurt training, caused burnout and strained resources. Additionally, the managers said job cuts have hurt work quality. Between

1982 and 2001, SSA cut staff in regional and field offices, telephone service centers and program service centers by 28 percent, according to the Social Security Advisory Board, a congressionally chartered panel that oversees the agency. Meanwhile, the number of people getting Social Security benefits rose by 14 percent.

The survey was conducted by the National Council of Social Security Management Associations, an umbrella group that represents 10 employee organizations.
