New Form 720-TO, Terminal Operator Report, and New Form 720-CS, Carrier Summary Report

New Form 720-TO, Form 720-CS, and the Instructions for Forms 720-TO and 720-CS are available. Forms 720-TO and 720-CS are information returns that will be used by terminal operators

and carriers to report their monthly receipts and disbursements of liquid products. A liquid product is any liquid that is transported into storage at a terminal or delivered out of a terminal. For a list of products, see the product code table in the Instructions for Forms 720-TO and 720-CS.

Also available is new Publication 3536, Excise Tax EDI Guide, which contains the application requirements to electronically file these forms. Electronic filing is available to all terminal operators and carriers.

You can obtain Forms 720-TO and 720-CS by telephone or by using IRS electronic information services.
