Partner Communications Company Ltd. (NASDAQ: PTNR) announced today that it has begun providing GSM roaming services to Paltel, the operator of the Jawwal GSM network in the Palestinian Authority.
The implementation of a GSM Roaming Agreement enables a subscriber of a GSM network to use a GSM phone in a different GSM network, to make and receive phone calls using the regular home phone number while traveling outside the home network, and to be billed by the home network service provider of the subscriber.
The agreement to provide roaming services was signed last November at the Partner Communications Company headquarters in Rosh Haa'yin by Mr. David Bosworth, Chief Executive Officer of Jawwal and Mr. Amikam Cohen, Chief Executive Officer of Partner Communications. The implementation of the agreement as of today follows extensive testing of the interconnect and roaming systems between the two networks.

Mr. Amikam Cohen, Chief Executive Officer of Partner Communications, explained that the agreement is intended to assure true seamless mobile communication service for the Palestinian subscribers of Jawwal. He indicated that the agreement is another milestone in the wide range of roaming agreements Partner has established throughout the world.
Partner is the only Global System for Mobile Communications, or GSM, mobile telephone network operator in Israel. The Company commenced full commercial operations in January 1999 under the international Orange Brand name and, through its network, provides quality of service and a range of features to more than 355,000 subscribers in Israel. Partner provides its subscribers with international roaming services with 148 operators in 66 countries. Launched in Gaza on August 15, 1999 and in the West Bank on October 2,1999, Jawwal was licensed to provide cellular services to residents of the Palestinian Authority. The network is owned and operated by the Palestinian Telecommunications Company and now covers the Gaza Strip and the cities of Ramallah, Nablus, Bethlehem, Jericho, Jenin, and Hebron in the West Bank. The current network will provide service to up to 120,000 subscribers. Jawwal has signed Roaming Agreements with 82 operators in 50 countries.
