A leading legal academic has calculated that Australia has implemented 40 such laws, while never rising above a medium threat level. Professor George Williams claims that the development of anti-terrorism legislation has demonstrated Australia's willingness to sacrifice human rights, such as the detention of a non-suspect who cannot divulge "operational intelligence" for
