Atlanta-Area Low-Cost Housing Efforts Hit Wall.

Apr. 19--Pete Hayley says he's one of his own worst enemies in the battle to provide low-cost housing in a blighted neighborhood a mile west of the Georgia Dome in downtown Atlanta.
Every time Hayley's nonprofit corporation provides a low-cost house, the neighborhood improves and values rise on nearby vacant lots and dilapidated houses. Eventually they will become too expensive for the University Community Development Corp. to buy as homesites or rehab projects.
