Feb. 25--GUILFORD COUNTY -- A tug of war of sorts has developed over building a new $105 million downtown Greensboro jail annex.

Seven commissioners voted earlier this month to start on a design for a 1,040-bed annex that would dominate a city block at W. Sycamore and Eugene streets. But commissioners have not yet decided how to pay for the new building and for a proposed 200-bed women's section at the County Prison Farm at Gibsonville.
