PALM SPRINGS, CALIF. -- Many residential water heaters still do not have proper seismic restraints, as required by California law, according to the association that represents home inspectors in the state.

All new homes built since 1996 have the correct water heater straps, noted Scott Clements, a home inspector and spokesman for the California Real Estate Inspection Association.
