Task force says district engineers know best

Corps districts are so autonomous that contractors often refer to them as the Kansas City Corps, the Albuquerque Corps, the Seattle Corps. Now, an internal task force is recommending that district commanders get even more independence.

The October draft report by the Task Force on District Organization and Functions is circulating inside the Corps, and proposes steps the Corps can take without embarking on wholesale reorganization.
