As the authors of the TRB paper Van Wilkins referenced in his column (Vantage Point, Mass Transit, February/March 2005), we believe he misconstrued its nature. It reported on the results of a recent "census" of shared rail corridors and facilities, assembled on behalf of the FRA by ZETA-TECH (the report is available on the FRA website). In fact, the FRA does not regulate track center distances
Mr. Wilkins may have been confused by our discussion of track centers.
As a matter of clarity, the FRA only makes reference to track center
