Jun. 3--SMALL, MEDIA & LARGE: Thanks to a sweeping 3-to-2 decision yesterday by the Federal Communications Commission to lift some key ownership restrictions, the nation's giant newspaper and broadcast chains are about to plunge into an unprecedented frenzy of buyouts and mergers.

The biggest losers will be the American people, say critics of the move toward deregulation.
