Small Business Administration Honors Albany, N.Y., Merchant.

Apr. 30--He is an integral part of the downtown business community, a force behind city development. Yet when Jack Yonally was told earlier this month that he had been named New York state's Small Business Person of the Year by the U.S. Small Business Administration, he was surprised.

"I feel very honored," Yonally, owner of B. Lodge & Co., said Thursday. The business at 75 North Pearl St. is Albany's oldest department store.
