Feb. 11--Harbor Bank, the only bank based in Newport News, and Portsmouth-based TowneBank will merge after the close of business March 19, according to an agreement approved on Tuesday by shareholders of both.
Officials with the newly merged bank, operating as TowneBank, also plan to break ground this spring or early summer on a 15,000-square-foot banking center in Williamsburg's New Town commercial and residential area.
