As a sister city of Almaty, Kazakhstan, Tucson, Ariz., recently served as a microcosm of appraisal practice in the United States for a small group of appraisers from that central Asian country. In April 2002, a delegation of four appraisers from Kazakhstan spent two-plus weeks in Tucson.
